Spain tenders eight ultra-fast charging service areas on its state roads, worth EUR 611.9 million
Spain's Council of Ministers on October 13, 2026 authorised the Ministry of Transport and Sustainable Mobility to tender six works concession contracts for eight service areas with ultra-fast charging stations on the state road network. The estimated value is EUR 611.9 million excluding VAT, of which about EUR 78 million is construction. Five of the eight sites get facilities on both sides of the road. Plugchoice wrote about MOVES Corredores, Spain's separate fund for high-power charging corridors, in an earlier piece on Programa Auto+.
The sites are La Caridad (Asturias, A-8), Penagos (Cantabria, A-8), Calatayud (Zaragoza, A-2), Perales de Tajuña (Madrid, A-3), Saelices (Cuenca, A-3), Montoro (Córdoba, A-4), Algemesí (Valencia, AP-7) and La Roca del Vallès (Barcelona, AP-7), all on state land the ministry describes as underused.
The winners draft the projects for approval by the Dirección General de Carreteras, finance and build them, and then run the sites for 20 to 25 years in exchange for a fee to the state. The ministry calls it a pilot programme. Charger power, the number of charge points and opening dates have not been published.
What it means
A concession of 20 to 25 years outlasts the chargers on the site, and few software contracts run that long. Whoever wins will replace hardware during the term and may want to change backend too, so chargers that speak open OCPP keep that choice with the operator. Plugchoice's OCPP proxy is built around it: the charger keeps one connection, and the backend behind it can change without a site visit.
