NEa caps household ERE bookings at net grid offtake
The Dutch Emissions Authority (NEa) has made clear that households may not book more electricity for ERE than they take from the grid on balance over the year. The rule sits in the NEa's questions and answers on booking electricity, which Keuze.nl dates to October 26, 2026. It does not appear in the law itself: the NEa presents it as its reading of the scheme.
The NEa's own example: a household takes 2,500 kWh from the grid, feeds 500 kWh of solar power back and charges 3,000 kWh into its car. Only 2,000 kWh can be booked. Households already book only the average renewable share of grid electricity, so their own solar generation never counted.
Joulo, a credit aggregator with more than 32,000 customers, told Solar Magazine that nine in ten of them have solar panels. It estimates that about 17,000 households are affected in 2026, together losing close to EUR 4 million. Joulo and 1KOMMA5° Nederland ask the NEa and the Ministry of Infrastructure and Water Management to revisit the reading, arguing that neither the Dutch rules nor RED III contain a deduction for feed-in.
For EV owners, the booked volume now depends on the household's annual meter balance as well as on what the charger measured. Plugchoice passes measured charging sessions to the credit aggregator the owner chooses. The cap is applied on the booking side.
