In short
- Does charging count?
- Public charge points and some business sites, not homes
- Do measured kWh from a home charger count?
- No
- Since when?
- Planned from 1 January 2027
The scheme
- Name
- Transporta enerģijas vienība
- In English
- Transport energy unit
- Who earns
- Public charge points, and companies with at least five non-public chargers with a verified meter; a household cannot sell units. The register opens on 1 January 2027, and units have a value only from emission year 2030. From 2030, non-public charging that nobody sold goes to the fuel suppliers free of charge.
- Who may bundle
- Nobody formally: the role of aggregator does not exist.
- What has to be measured
- A verified meter with a verification certificate per charger, and an independent audit every year before 31 March.
- What it is worth
- The penalty of 90 euros per tonne CO2eq sets a ceiling of about 0.059 euros per renewable kWh (our own calculation); there is no market price.
Other rules for charging
- Employer reimbursement of home charging
- No meter required; kilometre records, the car's rated consumption or a bill.
What Plugchoice does here
Plugchoice records every session per charger with start, stop and kWh, and exports it as CSV, Excel or PDF, next to the back office you already use.
