The EU grid code consultation closed with 117 responses, adoption is now set for Q4

The feedback window on the draft delegated regulation that replaces the EU's grid connection code for generators closed on August 25 at 23:59. The Commission's register records 117 responses, up from 22 when the window was three weeks old. The adoption stage of the file is now listed with a planned period of Q4 2026.

That second number is the one worth writing down, because every deadline in the draft is measured from entry into force rather than from a calendar date. Until now there was nothing to anchor them to. If adoption lands in Q4 2026 and publication follows shortly after, the dates in the text start to fall roughly like this:

  • general requirements for power-generating modules connecting to the network: about two years on, so late 2028
  • the V2G articles for new type-approved V2G types: about three years on, so late 2029
  • the V2G articles for all new V2G equipment placed on the market: about four years on, so late 2030
  • Annex III, the temporary compliance framework, expiring about five years on

Those are arithmetic on a planned quarter, not commitments. The Commission's own planning field is a plan and it moves.

What the consultation does not tell us yet

The draft never names a protocol for the data exchange interface that a V2G charger uses to talk to the system operator. The Open Charge Alliance asked the Commission on July 30 to name IEC 63584, which is OCPP 2.1 published as an IEC standard, in Annex III and in the Article 49 national compliance schemes.

Whether that ask landed will only be visible in the adopted text. 117 responses is a reasonable number for a technical network code, and it means the Commission has a substantial file to work through before Q4.

What a fleet owner does with this

Nothing urgent, and that is the useful part. The V2G obligations in this regulation are three to four years out from a regulation that has not been adopted. The 2027 date circulating around bidirectional charging belongs to a different instrument, the ISO 15118 requirement introduced under AFIR by Commission Delegated Regulation (EU) 2025/656, and it is not on this clock.

What does carry over from the draft is the shape of the requirement rather than its date. An EV2 class charger, which is where an 11 or 22 kW bidirectional wallbox lands, has to modulate active power in and out on an instruction arriving at its input port, inside 0.5 seconds for a 30 percent setpoint change. A charger that already takes power setpoints from a backend over OCPP is doing that shape of thing today; the open question is the tolerance, not the mechanism.

The other thing worth keeping in view is remote parameter adjustment. Grid codes get revised, and if the parameters of an installed fleet cannot be changed from the backend, the alternative is a visit per charge point. On Plugchoice that runs over OCPP across brands, which is the same reason a site can mix hardware in the first place.
