Germany's cabinet adopted a draft EEG 2027 on July 29, 2026 that includes a provision, referred to as Paragraph 9, capping active-power feed-in from solar installations under 100 kW permanently at 50 percent of installed capacity, measured at the grid connection point regardless of whether a smart meter is installed. It is a draft, not law: Bundestag consideration starts in September 2026 and the text can still change.
The detail that matters is where the cap sits. It applies at the connection point, not per device, so it throttles everything drawing on or feeding into that connection together, not just the solar panels. Jannik Schall, co-founder of 1Komma5 Grad, put it to Handelsblatt this way: "It is really about the dumb, unmanaged PV system whose feed-in they wanted to limit at midday. But now it also hits smart storage and electric cars, even when there is free capacity on the grid and the power is actually needed." A home battery or a bidirectional EV parked behind an affected connection is capped along with the panels, whatever its own capability.
The car industry has said so directly. A VDA spokeswoman told Handelsblatt "we reject this idea," and Maximilian Wilshaus of Volkswagen's Elli called it a brake on a technology that helps both EV adoption and grid expansion. Other charging and energy companies have been reported alongside that criticism without individually attributable statements, so this article names only the sourced ones.
Nothing here is decided. What a site or a household can do while it is still a draft is the same as always: read the connection limit that already applies today, and hold to it. An OCPP-based backend manages exactly that kind of site-level limit across chargers, whatever a future cap ends up requiring.
