Germany's grid regulator, Bundesnetzagentur, opened consultation on its final AgNes network fee reform draft on August 6, 2026, with comments open until September 18. A day earlier, on August 5, it published a working draft of MiSpeL, a separate determination on integrating storage and charging points into the grid.
AgNes would require a large charging park to book a capacity level and pay an annual capacity charge for it. Consumption within that booking is billed at a standard energy price; going over it triggers a higher rate for the excess, proposed at 200 to 350 percent of the standard price. MiSpeL's working draft, aimed at taking effect October 1, 2026, gives bidirectional charge points measurement and billing rules closer to stationary storage: power fed back to the grid can be exempted from the same consumption-based network charges that apply to power drawn from it, based on quarter-hourly metering and monthly settlement.
Neither instrument is in force. AgNes is a consultation draft; Bundesnetzagentur aims to finalize the framework by the end of 2026, with the detail spelled out in further determinations through 2027, and it only replaces the current network fee rules (StromNEV) from 2029. MiSpeL is a working draft with no further consultation planned, not a final rule, and its own October 1 target is subject to network operators' sign-off through September 30, 2027.
For a site that books its own connection, the practical upshot is that a booked peak becomes a directly billed number, and shaping demand across every charger on site, whatever the brand, is what keeps consumption inside it. That is the kind of control an OCPP back office already gives an operator today, regardless of how these two drafts land.
